On February 27, 2007, the Department of Commerce amended the CA-PEQ Export Trade Certificate of Review to permit publication of the names of firms that have been awarded quota rights in the open-tender auction process.

For the May, 2008 auction for shipment to Nicaragua fewer than 3 firms were awarded certificate rights. The identity of certificate holders cannot be disclosed for this auction for reasons of business confidentiality.
